Seems similar in concept to <a href="http://www.aboutus.com" target="_new" rel="nofollow">About Us</a> except in how the pages are filled. About Us scraped other registries to get basic information to fill the space, and are limited - mostly - to domain names. <a href="http://www.centiare.com/Directory:Centiare" target="_new" rel="nofollow">Centiare</a> looks like a kind of MySpace tool, without the social networking (unless you include tagging) or the limited format. I'm not sure what kind of content this will attract or how spam will be handled (individual pages are protected, but it looks like any created page can hold any content), but the featured image right now is for a '<a href="http://www.centiare.com/Directory:Liz_Cohen" target="_new" rel="nofollow">performance artist</a>' that looks surprisingly like a calendar I saw in a garage once.
